Add People To Project Online For Office. Check with your Office 365 admin if you do not know what it is. This will list the guest just added and maybe others - and they will need a usage location set before adding licenses.

In the Project Center choose the name of the project for which you want to build your team. If you dont see the name of the person you want to assign enter a new name. On the Task tab click Edit. If you dont see any names in the list then no one has been added to the project yet.
